The locality of counties Cook ( Locality 16), Dupage, Kane, Lake, and Will (Localities 15) are ultimately determined by their zip code, as there are several cities within these counties where one side of the street is in one fee locality and the other side of the street in another fee locality. Therefore, although an address is in a particular county, that does not mean that address lies within that county's fee locality.
